my ipod wont sync with windows 10

If this is a new iPod shuffle, make sure the plug on docking cable is fully inserted into the shuffle's headphones jack, as shown in this document

Otherwise, please provide more details. Is your shuffle the current 4th gen model, or an older shuffle (which one)? When you connect the shuffle, does the shuffle's light come on? If it's ON, what does it do (blinking or solid)?
