Q: how can i lock my icons so my toddler cannot keep moving them all over

I understand that you would like to prevent your toddler from moving your apps around. Let's see what kind of options you have available to you. 

Now the best option would be to setup Guided Access. What this feature will do for you is when you are in an app for your toddler, you can lock it to just that app. You can do things like disable the Home button so that they can't go to the home screen to move apps around.
