Ok so this is my story. I recently got a free Visa card from getting enough points off a website. I bought a game i liked and then spent all my money on other things. I go and download an app and apple won't let me. I try to change my billing info to nothing but there is no option. What do i do?

What does 'won't let me' mean ? What happens when you try to download something, if you are getting an error message then what does it say ?
And when are you trying to remove your payment details ? If when trying to download something then you won't get the 'none' option, you need to do it just by logging into the account e.g. by tapping on your id in Settings > iTunes & App Store : Change or remove your Apple ID payment information - Apple Support

what i read is because there is no money on the card or something stupid like that but i had no idea that was going to be an issue when i put the prepaid card up
You are trying do it just by logging into the account, not when trying to download something, i.e. using the instructions on the link in my above reply ? And you aren't a family organiser in family sharing ?
