Q: recover  itunes

It looks like you want to recover your iTunes content from iCloud after reinstalling the operating system on your computer. If so, there are several possible options and scenarios to consider.
 

First, if your iTunes library and song files are still on your computer (in other words you can find the files on your computer but not play them in iTunes), start with the steps in If you don't see your content after you update iTunes.
 

If your iTunes library is backed up to an external drive, I'd recommend restoring your copy of the songs using the steps in "Restore your iTunes Library backup" from Back up your iTunes library by copying it to an external drive.
 

If you don't have a local copy or backup of your library and songs, you can download past purchases from the iTunes Store, or turn on iCloud Music Library if you're using Apple Music / iTunes Match.  For help with these methods, see the following links:
