ios7 photostream not syncing with ios9 icloud photo library?

The title of my post is actually also my question.

I have an iPad2/iOS7x. Not willing to upgrade it since I saw that another older device I have became practically useless when I updated it to iOS8 and then iOS9.

I have been using iCloud services, and Photostream on it - everything is being normally backed to the cloud with no problems.

I recently purchased an iPhone6/iOS9. While I was setting this up I was questioned if I wanted to upgrade to iCloud Photo Library. I did, but I have now realized that:

1. iPad2/iOS7 photos do not sync on iPhone6

2. iPad2/iOS7 photos do not appear anywhere on the photos app on www.icloud.com

3. iPhone6/iOS9 photos do not sync on iPad2/iOS7

So my question is: are these two versions iOS7 and iOS9 incompatible regarding photo syncing?

Hi amours,
I understand that you have some question regarding iCloud Photo Library and Photo Streams. Let's see if we can clear this up.
As fas as iCloud Photo Library, yes iOS 7 isn't compatible. Your devices would need to be at least iOS 8.3 to see the entire library or upgrade to iOS 9 on all of your devices. Now you can still have My Photo Stream or iCloud Photo Sharing to go to iOS 7 devices, but you wouldn't have the entire library like on iOS 9 devices. Take a look at the article below to will go into details on what the requirements are for iCloud.

Let me know if you have any further questions on this.
Take it easy
