My iPhone storage is full from photos. I downloaded photos to iCloud and now can not delete the photos from my phone.

I am trying to delete the photos off my iPhone IOS9.2.1. I downloaded my photos to the iCloud and now I do not have "Camera Roll" on my phone and I do not know how to delete the photos. I have a MacPro computer and am using Photo Version 1.3. My phone storage is full and I can not do anything that needs more storage. Please help me delete the iPhone photos with out deleting anything on my computer. My devices share and I have the same photos on both computer and iPhone.
