when i go to accept it says i am already part of the family - but the family shows invitation sent

I am trying to set up iCloud family share for 4 email accounts. I've gotten as far as sending invitations - but when I try to accept the invitations it says they are already family members.

If I go to look at the status is shows invitation sent - i am stuck here - how do i finish the invitation process ?
