Q: Bluetooth Setup Assistant does not show in El Capitain

I have hearing aids paired with a Bluetooth device, Smart Connect. My Macbook Pro does not see Smart Connect. I want to be able to hear my sound through hearing aids not internal speakers. I see Bluetooth Setup Assistant in Library>Core Services but cannot access it through Bluetooth preferences.

MacBook Pro with Retina display, OS X El Capitan (10.11.2)

    It's not the hardware. Must be the software. It's not the software. Must be the hardware. If the user can't figure it out, let him study the manual harder. The more things change, the more they stay the same. The hearing aid people said I need a Bluetooth streaming device that goes everywhere with the laptop. WHAT??!! I have a Bluetooth enabled laptop that needs another device to give me the functionality promised by Apple? To the Genius bar I go.

    My bad. Apologies to Barry. Truth is I omitted a step on the Smart Connect for pairing to a Bluetooth device. "When all else fails, follow the instructions." By the way, Rexton gent was incorrect. I did NOT need to buy a BT streaming device. Please excuse the distraction.

    When I access Bluetooth in system preferences there is nowhere to access 'set up assistant'. No box to click etc.

    Advice would be very welcome.
