I am in an iCloud family as an adult. My younger brother marked as a child keeps doing the Find my iPhone alerts to me and it's really annoying. I can't have the Organizer do anything. Is there a way to prevent others in my family from using Find my iPhone on me, but still allow Find my Friends?

To use Find My iPhone to another device they will need your Apple ID and password. I would suggest changing your password and then he won't be able to send Find My iPhone alerts to you. This will not affect Find My Friends as no password is needed for them to add you as a friend.

I'd take away the kid's device until he behaves but I've been told I'm unreasonable.
As a side note, when I logged into my son's Apple ID online and used Find My iPhone, all of my devices showed "Not Sharing Location." It wouldn't pull up a map of my location but he could still send a signal, enable lost mode, or erase the device. Not sure if disabling the location services will change this.

it doesn't appear so. It says "With Family Sharing and Find My iPhone, any family member can help locate another member’s missing device." It seems Apple intends it to work that way. I don't see any other options in:

But if he can't log into the app, he can't send you the alert. Log out of the app on his phone/iPad or out of iCloud on the computer he uses. Then, change the iCloud password. He will then not be able to log in.

The problem is not with Find my Friends. It's with Find my iPhone. Is there a way to disable find my iPhone in a way where I can still use it, but no one in my family is able to?
Wow. I didn't know that my kids could ping my devices on Family Sharing. Tested and sure enough I was able to do it. Learned something new. I'm not going to show them this. Looks like they can even enable Lost Mode and Erase my devices if they wish.

If you disable location services, nobody can find you. The Family Sharing thing is on or off. No in between I'm afraid.
If it's just your little brother, maybe tape his fingers together for a few days to make your point that his behaviour is affecting you. It's what we would call a teachable moment. Sometimes technology can't solve what is really a chance to parent somebody.
If you want to hide from the whole family, you need to be out of the family sharing plan.
Change the Apple ID password and don't give it to him.
