From you question, it sounds like you are unable to touch and hold on the books in iBooks to rearrange them and you may be activating 3D Touch instead.
3D touch responds to pressure. You can adjust the sensitivity of this setting by using the instructions in the following article.
Adjust your settings for 3D Touch
If you have an iPhone 6s or later that isn't responding properly to 3D Touch presses, you can adjust the settings:
- Go to Settings > General.
- Tap Accessibility > 3D Touch.
- Then adjust the sensitivity of the setting.
If the screen on your iPhone, iPad, or iPod touch doesn't respond to touch - Apple Support
To rearrange books in your iBooks collections, touch and hold a book, then move it where you want it. (You can't rearrange books in the All Books collection.)
