Based on your scenario above, one solution you can try is to make a backup of your iPhone photos onto an external drive. You can find out how much storage space you need by looking at the usage on your iPhone. Then purchase an external, local storage device like a thumb drive or something larger if needed to hold them. Make sure the external drive is formatted for Mac OS Extended.
Then, you can either use a friend's computer or visit an Apple Retail Store or an Apple Authorized Service provider and use a computer in the store to import your pictures to the external storage using the Image Capture program that is included on every Mac.
When you are ready to purchase your new iPhone and iCloud storage, you can upload the images to iCloud.com and set your iPhone to Optimize Storage.
