It sounds like there's an issue scrolling with the Magic Mouse that is connected to your MacBook Pro. Try taking a look at the article linked below which provides a lot of general troubleshooting tips, and some specific troubleshooting tips related to scrolling that I quoted below, which could help you resolve this issue.
If your Apple wireless mouse, keyboard, or trackpad aren't working as expected - Apple Support
Your mouse doesn't scroll up or down or side to side
- See Mac Basics: Multi-Touch gestures to make sure your Gestures are configured correctly.
- Try adjusting your scrolling speed preferences.

first thanx for the advice!
but i had already done it, and the problem wasn't with speed of mouse or inertia or scroll.
It wasn't scrolling up/ down ! for my luck that was a update to El Capitain .. after that my mouse came back to work normally !
but the reason of problem i just dunno ..
anyway thanks u folks
