China Email 163 account was steal by ******* thief~!

My ipad account was stolen by someone,the acount e-mail is belong to China 163 platform.

If i can't offer the 3 safety question answer to apple support team,i just need to pay the money for that thief who crack my account ID and password.

I know that i'm not only one sufferer who register on China Email 163,hope apple can solve this asap!!
