Q: iPad connectivity via Bluetooth not working

What exactly are you trying to do?  iOS supports the following BT profiles - iOS: Supported Bluetooth profiles - Apple Support

as stated you can't use bluetooth to transfer files between the two unless you use some program on both devices which does that using the PAN profile
