It isn't built in. You need to download it from the app store.

What region are you in? I guess it is possible it isn't in every store yet. It is front and centre on the store in the UK at the moment.

Looking at https://help.netflix.com/en/node/14164 it seems Netflix coverage itself is pretty widespread, so I suspect the issue is getting a localized iOS app in whichever app store you should be using.
