Q: Why do photos and videos buffer after the iOS 9.2.1 update?

After the iOS 9.2.1 update, my photos and videos take a while to buffer when I try to view them in the Photos app.Before, they usually load immediately after I click on them but now it takes a while and shows a progress circle. Anyone else notice this?

    the upgraded included a feature to optimize your phone storage where it uploads your photos and videos to icloud. You just need to go into photo settingamd under optimization turn it to download videos and photos the. It will all kept on your phone

    If you do not desire to use the new feature, known as iCloud Photo Library's Optimized Storage, you can go into Settings>iCloud>Photos and either toggle iCloud Photo Library off and choose to Download and Keep your photos when prompted, or you can continue having tour Camera Roll synced to iCloud and tap Download and Keep Originals. I have included a screenshot of these settings for your reference.
