You need to erase the iPad. Use Restrictions on your iPhone, iPad, and iPod touch - Apple Support
These directions also apply to restrictions codes: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

erase my iPad....really??? i have my thumbprint saved - can't i use that? what exactly gets erased?
To all who responded to the OP with the method for recovering from a lost or forgotten iOS passcode, the OP asked about how to recover from a forgotten RESTRICTIONS passcode. According to Apple's own support site, there is no way to get around a lost/forgottten RESTRICTIONS passcode. Doing a full reset and restoring from a backup brings the restrictions passcode back as it is stored in the backup file. If there is a backup that is dated prior to the restrictions passcode being set, then that will work.
There are two methods that I know of:
1. Reset the device to factory settings and reinstall/reconfigure all the the apps you had on the device. Do not use the "restore from backup"!
2. Use one of the third party backup editors that will allow you to examine/edit the backup to recover or delete the restrictions passcode. iPhone Backup Extractor claims to be able to do this but I do not have direct experience using it.
My guess is that the other responses here are a simple case of not reading the OP's post accurately. It refers to the RESTRICTIONS passcode.

What if you cannot get to the restore screen? I have held the buttons down until after the apple shows up, but then it goes right back to ipad is locked, please wait 5 minutes, I keep holding and it just goes black. I don't even remember setting a passcode, what am I doing wrong? Thanks!
These instructions worked without erasing you data. http://www.techbout.com/reset-restrictions-passcode-iphone-ipad-ipod-8365/ It allows you to edit the backup file. You then add a new passcode to the backup file which you then restore. It works.
