how do I download and install the latest version of the iTunes app on my Amazon kindle fire and use it to set up my iPhone 4s remotely

There is no version of iTunes for Android or Kindle Fire. There is a version of Apple Music available from the Google Play Store. However, it doesn't yet work on tablets. Even if it did, you'd need to sideload it onto the Fire as it's not available in the Amazon App Store.
