What problem are you referring to? I don't know how battery percentage would be linked to your time settings. I'm not aware of any problems with battery percentage on the iPhone 6s. There has been some talk of a problem with percentage updating on the 6s Plus, but that is expected to be corrected in iOS 9.3 whenever it is released.
