I Created a garageband file on my Mac (el capital) and armed it on my iCloud Drive. Would like to own it on my iPad but cannot find how to do it. Is it compatible?

It is only one-way. You can open GarageBand for iPad projects on your Mac, but not the other way round.
GaregeBand on the Mac is more powerful than the iPad version, and the mobile devices cannot process the projects.
