Q: my iPhone6 says visual voicemail not available and can't make or receive calls?

After I installed the last update, my phone can't make or receive calls and it says visual voicemail is currently unavailable

iPhone 6, iOS 9.2.1

What's a carrier update and how do you access? I have the same problem in that can't access voicemail or make or receive phone calls. Pretty basic stuff for a phone.
