If you've forgotten the passcode for it : If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
If you mean activation lock (i.e. Settings > iCloud > Find My iPad is 'on') then type in the id and password that it's locked to
