I have two iPhones (5 & 6sPlus) plus 2 iPads that are being prompted for the System upgrade to 9.2.1
Can I download the upgrade once and then dierinstall the same download for each item, or does every item need to download the upgrade again?

Each device may need it's own update downloaded if the devices differ. If you are updating 2 iPad Air devices that are the same (for example, 2 iPad Air 2's, Wi-Fi), then that same update can be used for both of those devices. If the update you have downloaded could be used on differing devices, the system will sense this and will download and use the update(s) as required.
