Please explain your question in more detail. For example, within which app or feature is the heart rate sensor not working as you expect it to?
When wearing on my left arm, fitted tightly as instructed, when I touch the heart to try to get my heart rate, the screen shows measuring, doesn't measure and displays "try again"

First try restarting your watch:
- Press and hold the side button until you see the Power Off slider; drag the slider to turn off (wait until it has finished);
- Then press and hold the side button until you see the Apple logo.

I have the same problem, it has been working fine up until today and now it just says '69 bpm' or just 'try again'.
I have tried to do a reset but still having the same problems, is there anything else I can try?

Next try force restarting your watch: press and hold both the side button and Digital Crown for around 10 seconds, until you see the logo.
If you have not yet done so, it may also help to update your iPhone and watch to the latest software.
- Update the iOS software on your iPhone, iPad, or iPod touch - Apple Support
- Update the software on your Apple Watch - Apple Support
If the issue perists, try unpairing and re-pairing your watch. The Watch app on your iPhone takes watch backups automatically, including a fresh one when unpairing via the app. Choose to restore the watch (Restore from Backup) when offered the option during set up. Most data and settings will be restored, with some exceptions (eg Apple Pay cards, passcode).
I am having the same issue. My watch is just 2 weeks old.
I am running WatchOS3 thru iPhone 6S 10.0.2
I tried the following:
- Turn Off the Watch and Turn it On again
- Erase All Content & Settings on Apple Watch and then setting it up as a new watch
- Pair and Unpair the Apple Watch
- Restart the iPhone
- Pressing and holding Digital Crown & Side Button
No fix yet for the heart rate monitor. Rest all works fine.

FYI: The green sensor light at the back also doesn't light up when I start Heart Rate app. Apple TS is useless.
I bought a series 1 a couple of weeks ago and have already returned it due to this very same problem. iOS 10.2 and watch os 3.1.
Tried apple support first but that didn't help so they suggested sending it in for repair. I didn't bother as I knew I could get my money back.
All in all quite disappointed.
