You must purchase cellular data capability when you initially buy the iPad. It cannot be added later if you did not purchase it initially.

No. There is no way for a data connection without WiFi.
The person receiving your gift may have something like an iPhone with a hotspot capability. They could provide themselves WiFi by using their hotspot to convert cellular data to WiFi.
Of course, if you still have the iPad Pro, you can exchange it for 14 days after purchase.

You can use a cell phone for a hotspot connection, or buy a separate mifi device - use a cellular data connection and share it with the iPad Pro.
