Q: I can't reset the security questions!!!!

For 3 weeks I've been trying to do this but failed. I can't reset the security questions because there is no option on the web site as the say. Once I click on the option of editing security questions they ask me to answer the questions I already forgotten!!! I search for this "editing by mail" Its not there, OK?!!!!!!! See the picture. There is no option to change the question.

The worse is I can't schedule an apple support call and the site keeps give this error and says sorry try again!!!!! I'm in Japan and I can't do a purchase from my new account!!!!
