I understand that you still see your Personal Hotspot on other iOS devices. Let's see if we can figure out what is going on.
What you may be experiencing is a feature of Continuity called Instant Hotspot. What this does is makes your iPhone available for Personal Hotspot on your other iOS and Mac devices. This feature is available by just having the same iCloud account enabled on all of your devices.
The only way they can join is to tap your Hotspot connection in Settings > Wi-Fi. The big thing to look at is looking at your iPhone to see if is is sharing it's data connection by the blue bar with the number of connections it has setup. Take a look at the articles below for more details.
