When I search for information on Spotlight Suggestions I find an article that makes it seem like they are available in Belgium.

In addition to searching your device, in many places Spotlight now shows suggestions from the Internet, iTunes, the App Store, nearby locations, and more. Learn where you can get Spotlight Suggestions.
When you search with Spotlight, you can get Spotlight Suggestions in the countries listed below1. You'll also need to use a language listed for your country.
Country Language Australia English Austria German Belgium - Dutch

So if you are using Dutch or French as your language you can use Spotlight Search Suggestions.
Use Search on your iPhone, iPad, or iPod touch - Apple Support
Change search settings
Go to Settings > General > Spotlight Search.
From here, you can turn Siri Suggestions on or off and choose which apps to include in your searches. For example, if you don’t want to see search results from your Messages app, you can deselect Messages.
If you don’t want Siri or Spotlight to suggest nearby locations, go to Settings > Privacy > Location Services. Then tap System Services and turn off Safari & Spotlight Suggestions

The issue is that i don't have "Nearby Suggestions"

So it looks like the article that says, "suggestions from the Internet, iTunes, the App Store, nearby locations, and more", they may not be inclusive.
And I gather the location service is enabled. (From above: If you don’t want Siri or Spotlight to suggest nearby locations, go to Settings > Privacy > Location Services. Then tap System Services and turn off Safari & Spotlight Suggestions.)
