Q: I am unable to send iMessage because the recipient's phone number is "not registered" even though I've successfully iMessaged the same phone number in the past week.

How do I correct this intermittent problem with iMessage?  How do I "register" someone's phone number with iMessage?

MacBook Pro, OS X El Capitan (10.11.2)
