If this was an coincidence, then if there are similar precedents and how to address this problem. If this pattern, then in theory, Apple Corporation would have to inform me about it by purchasing my iPod touch, and when I was installing Garageband. Apple Inc should notify me about expected the latency sound when recording live instruments, in order me to accept it, or don't buy the device (or recommend me to buy a device without latency).
But this hasn't happened, and now I have a problem and deeply disappointed, and worst of all - I don't know how to solve this problem, and Apple don't pay attention to this fact.
Dear Apple Corporation what to do and how to solve the situation? After all, my case is not the only one, there is a lot of messages on the Internet from users of your product who have a problem similar to mine. At least answer that you have taken note of this issue and try to fix it in the future.

I connected MIDI-keyboard to my iPod touch using the Lightning to usb Camera Adapter and the latency disappeared. Next, I connected the microphone Tascam by Lightning to 30-pin Adapter and sound latency has gone.
All is well!
