Accessing multiple Photos libraries in iMovie

I create iMovies in El Capitan and have all images in 2 Photos libraries, not iPhotos. My problem: In iMovie, I cannot access my 2nd Photos library, even after opening the 2nd Photos library and then opening iMovie. Any suggestions?
