Can't start rotor or heading command on voiceover

I'm using Safari with Voiceover and I want to use the rotor function and jump between headings. On Apple help it says to move your hand like a dial not he keypad to initiate rotor. That does nothing. Any ideas what I'm doing wrong? Also, when I go through a site line by line, headings are read. If I do the heading command Shift-ctrl-alt-command-H it says no headings found. Again, what am I doing wrong?

In Safari you can use VO-U to bring up the web item rotor. That may allow you to navigate the pages the way you want. I am able to navigate by headings using VO-Command-H, see if you can get it to work by not using shift. If you want to use VoiceOver gestures, which would allow you to use the trackpad rotor, you need to enable "Trackpad Commander." This is enabled in the VoiceOver Utility menu or by pressing VO and rotating two fingers clockwise on the trackpad.
