No - Apple Pay doesn't send or control any receipts. Receipts are a matter between you and the merchant.
When you pay in a store, Apple doesn't collect any transaction information that can be tied back to you (if Location Services are turned on, Apple may receive limited anonymous data).
If you pay within an app, Apple Pay only retains anonymous information (which doesn't even include the exact purchase amount).
