Q: Photos won't export properly- Photos only partial export

So here is what has happened today... none of my photos new or old will export to the desktop in full. They are only partially exporting.  I have tried older albums and the results are all the same.  How do I fix this?

Been using photos for years and never ran into this until today.  I've seen a few times that something like this happened but it was rare. Sometimes the photo will export a little more on another attempt... but all are only partials.  Oh and I am on El Capitan and Version 1.3 in photos
