A Pages document I edited in iCloud earlier has yet to update on my iPhone 6 (running iOS 9.2.1). Normally, a document updates with an hour or two or when I open it in the other environment. I am logged into iCloud on both sides and connected to the internet. I have closed all the background apps on the iPhone and restarted it, to no avail. Does anyone know how to get Pages to sync?

I had this problem too.
I was out of the Internet fro 2 weeks.
I worked on a Pages document on my MBP.
This morning I uploaded it on iCloud to work on my Mac mini, but it did not appeared on the mini.
After a while I thought of opening an old document on the mini, make a small change, save it.
And as I saved it, the document appeared.

Well, mea culpa. It took a few hours, but eventually Pages updated the files on the iPhone. I appreciate the quick response, but I had already gone through all the steps in that article that were applicable. I was just impatient.

I am also having difficulties in syncing Pages documents between my Mac and iPad.
This is only in the last few days and there are only currently two documents involved, one i amended on the iPad and one created on the Mac which have not synchronised. They are both shown with a 'hazy' cloud on their respective directories.
I followed the instructions on the information you provided but they still haven't updated
Both devices are on my home wifi so there is no issue there
