Did you buy second hand iPhone? Would you please describe issue in more details. It does not accept your sim card or it is connected to previous owner id. As far as I know there are restrictions for your country and Apple does not sell their products there.
no i bought the none active iphone 6s without iccid it have a problem after activation. when the activation is complete and push on the get started the activation process is repeat again

I also have the same problem.
I first :
1. Startup the phone up then it get to the greeting page
2. Then it asks for my pass code
3. After I input the pass code it sends me to the page where I connect to the WiFi
4. I then click next it request the iCloud password which i put in correctly
5. Then it shows me "Updating iCloud settings" shortly after that it shows me "Welcome to iPhone"
6. Then I click get started which takes me to the home page
7. Then it somehow takes me back to putting in my iCloud Password.
