GarageBand 10 does not support podcasts.

Continue to use GarageBand '11  for this. You can keep GarageBand '11, version 6.0.5 installed, even after the upgrade to GarageBand 10. The Upgrade to GarageBAnd 10 should have moved GarageBand '11 to a subfolder of Applications and not uninstalled it, because you may want to use the olde version for features that are no longer supported, like podcasts or the sound effect instrument to lay samples.

Apple does no longer sell GarageBand '11. New Macs come with the newer GarageBand 10.

But try to buy an iLife '11 installer DVD from Amazon or eBay.  It will install an early version of GarageBand '11.  Then update this version to GarageBand 6.0.5 using the Apple Support downloads page.  The update to 6.0.5 is here:    GarageBand 6.0.5
