Garageband is not free on my iPhone

I changed my old accounts nationality to Canada and now all apps I used to own aren't free anymore. So I. Made a new account with Netherlands as country and iwork and ilife aren't free anymore. They were free for after 1 Sept. 2013 activated devices?

iPhone 6 Plus, iOS 9.1
