You can set it on the watch using the Alarm application.

Click the app with the alarm-clock icon, then click the current alarm to get to "Edit Alarms" pane.

After you click "Edit Time" you can tap the hour  and the minutes and use the crown of your watch to set the alarm

    Hi

The alarm for your watch must be set on your watch.

Alarms that are set on your iPhone are not synced to Apple Watch. Alerts from iPhone alarms can be pushed to your watch, which you can also use to remotely snooze or dismiss them. The same also applies to Timers set on your iPhone. To enable / disable this option: on your iPhone, in the Watch app, go to: My Watch > Clock > Push Alerts From iPhone.

However, alarms (and timers) that are set directly on your watch operate entirely independently of your iPhone and also cannot be set from your iPhone.
