Q: Can I use Apple Pay without locking the phone?

I use my phone a lot and adding either a passcode or fingerprint ID to access my phone is too cumbersome and inconvenient for me, yet I love the idea of the fingerprint ID idea for Apple Pay and app/itunes store purchases.  Is there a way to set up the security for purchases without activating security for basic phone access?

It may seem petty to some, but the 100 times I access my phone daily vs the few times a week I would use Apple Pay or app purchases just aren't worth the extra hassle.
