Unable to access contacts.

After iOS 9.2.1, No App can access contacts. Is there a fix?

iPad Air, iOS 9.2.1

Settings > Privacy > Contacts. ..... Shows no Apps after installing 9.2.1. Any suggestions?

"restrictions" turned on preventing Apps access to contacts. Settings>general>restrictions
