Address Bar Not Working in Safari

My address bar is not working properly in safari, I can't click on it and type the address manually, which is quite annoying. I deleted the safari plist file in library but still no luck. Found a temporary solution from http://osxdaily.com/2016/01/05/fix-safari-freezing-address-bar-use/ which is to disable smart search features that fixed my problem, however is there a way that can resolve the problem without disabling these features? I'm using a MBPR 2012 with El Capitan and never had this problem before.

I have the same problem. Not restricted to 10.11.3 or Safari 9.0.3.

1. Late 2013 Macbook Pro running 10.11.3. Problem occurs. Workaround works. Problems started today jan 27, not earlier. Upgraded to 10.11.3 a week ago.

2. I switched back to 10.11.1 and had the same problem!! Safari 9.0.1. Workaround works.

3. Same problem on Safari 9.0.1 on a different machine. This is a Mac Pro that has been out of use for a month. No updates in between. Workaround works.

This is a very strange problem as it can start happening on otherwise good functioning machines that have not been updated! So this is not an update related issue.

When I only uncheck "Include Safari Suggestions" the workaround works. This leads me to believe that Safari contacts Apple on each search for suggestions and that that particular service is out.

I'm switching to Firefox until Apple resolves this.
