iPad Air 2 won't sync

For the past few days my iPad Air 2 has been acting very strange. When I plug it in to my Macbook Air the battery/wifi/charging icons in the top right flash on and off. In iTunes the iPad will appear for a second or two and then disappear, over and over again.


iTunes tells me that it cannot sync because iTunes cannot see the device. I reset the iPad back to factory settings and I reinstalled iTunes with no change. I am running iTunes 12.3.2.35 and my iPad has version 9.2.1. My Macbook is running El Capitan 10.11.2.


When not plugged into iTunes the iPad works fine, so I'm not just syncing it. Is there a known bug out there or does this sound like my iPad is bad?
