If your document is a single page, that page is the section too. If you have multiple pages, without deliberately inserting a section break, or new section, then these pages are also part of the section.
If you simply want a new section after the current section, you can select from the Document panel : Section tab : Create a new section : After this section. You can also achieve this via Insert menu : Section.
If you are at a good stopping point on a page in an existing section, and decide that this would be a good point to start a new section, then click in the document where you want the section break, and then choose Insert menu : Section Break.
You can confirm the existence of the new section, or section break by enabling the thumbnails from the View menu. A click on a particular section is indicated by a yellow outline on a single, or multiple associated thumbnails. If View menu : Show Invisibles is enabled, you will also see a section demarcation as a solid blue line across the document content.
Unlike LibreOffice Writer where one can have multiple sections per Frame, Pages sections are mutually exclusive, and one cannot place a section within another section.
In Pages ‘09 they were called Layout Breaks and had nothing to do with Sections.

A. Columns are now a paragraph attribute. Select the paragraph/s and specify the number of columns for those in the sidebar.

Okay, thanks for the help. I was hoping to have multiple sections on a single page so I could have a different number of columns on the same page. It seems you could do this in the old, old version of Pages.

My apologies for not knowing the difference. I simply assumed that the old terminology (or way of doing things) was the same for the current version of Pages. Therefore, I thought the op was trying to find the same information. Thank you for the clarification and your patience with my misunderstandings. You did help me.

How do you start a new section on the same page?
The first thing you should do is tell us what explicit version of Pages (Pages menu : About Pages) that you are using, and on what version of OS X ( menu : About This Mac). There are two principal releases of Pages in use with different interface designs and features: Pages '09 (purple ink bottle), and Pages v5 (yellow icon with pen).
Once I have the preceding details, I can share the specific steps for the version of Pages that you are using. Neither are rocket science, but I don't want to guess.
