You don't. It's banned by law there and has been permanently disabled on all iPhones sold legally there. Only illegally imported and re-sold phones will have FaceTime if purchased in KSA.
but my all friends have FaceTime app in their phones why ? is there any way to get the facetime back ?
You've already been told - buy an illegal phone and violate Saudi law.

Your phone originated from Saudi and FaceTime is banned in Saudi, so you DO NOT have and never can get FaceTime on that phone.
If you want FaceTime on your phone, then you will need to sell your current phone to fund the purchase of another phone from another country that does not ban FaceTime, such as any European country or the US.
You have now been told several times - you cannot get FaceTime on this phone.

your friends likely have parallel imported iPhones from countries which does not have apple surgery removed the facetime app
