I understand that you are unable to successfully update your iPad to iOS 9. Are you performing the update over Wi-Fi or through iTunes on a computer?
If you are updating using Wi-Fi, I would first recommend reading over the information in the following article and using the information within to troubleshoot.

If you are still unable to update your iPad, try updating using iTunes on a computer as described in the Update your device using iTunes section from the next article.
