Q: clearing icloud

is there a way to clear my icloud to start new again? or does it do that every time it is backed up?

I'm not sure what you mean by "clear my iCloud to start new again". You don't have to backup to the iCloud as you can read from these two links -- Manage your iCloud storage - Apple Support & iCloud: Remove an iOS device backup from iCloud
