Safari search bar and favorites tab not working with 10.11.3 update

Can't use Safari search bar nor open a new favorites tab since installing 10.11.3 update. I've tried restarting Safari and my computer with problem still persisting. I've also disabled 'include Safari suggestions' from the 'smart search field' under my Safari preferences (see below); restarted my computer and problem still persists. Does anyone have any other suggestions?

If this doesn't help, disable all extensions and test.

Safari > Preferences > Extensions.

Thank you dominic23 for your prompt response.

It seems the combination of the following and the help of Apple Support have resolved my issue:

- the above screen shot suggestion

- removing all my Safari website data (Safari/preferences/privacy)

- dragging my Safari folder from Library to my Desktop (Finder/option"go"/Library)

- restarting my computer

- opening Safari while holding down the 'Shift' key

NOTE: if you use 'Favorites' and drag your Safari folder from its Library location, be aware that you'll need to copy your 'bookmarks.plist file' over to the self-duplicated Safari file in your Library or you'll loose your favorites. Make sure Safari address bar/favorites are working properly before deleting your desktop Safari folder.
