Just connect your iPad to your PC or Mac, open iTunes and select your iPad on the left upper corner. An update window should pop up but if not on the Summary window that opens just click on update.
Before you do the above I also suggest the following, a forced restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Ignore the "Slide to power off" text if it comes up. You will not lose anything. Then sign out of the iTunes Store and sign back in.
