Q: Can't reset local macbook pro password (El Capitan)

I forgot my local password, the one that you're asked when you want to unlock preferences (the padlock icon), so I have "Allow user to reset password using Apple ID" turned on. When I try to reset my password, I get that oh-so familiar dialog box shake for who-knows-what reason. I plugin my Apple ID password, then I type in the new local password, type in verify password, and the dialog box shakes (of course shows no error). I re-enter everything, making sure my password is correctly entered, still a no go. So annoying!! Just to verify that I've got my Apple ID password correct, I launch the app store, sign out, then sign back in using my Apple ID and password and no problem. Go back to Users & Groups (or any other preferences pane that has the unlock feature), fail the login (since I can't remember my local password), after 3 times I get the "reset password button", click the button, now I get prompted to change password. It shows the correct apple id. I type in my password, new local password, verify password, hit enter, and I get that god-awful dialog shake. What is going on????
